Re: Fatal Crash by a U.S. Marine (Protest)

This memo is pertaining to a fatal crash by a U.S. marine that occurred in Naha City approximately at 5:25 AM on November 19, 2017.

When a suspect was arrested by the police, he was three times over the Japanese legal blood-alcohol limit. In addition, he drove an official car even though he was off official duties. Therefore, we consider the accident extremely heinous.

Every time such an accident takes place by DUI servicemembers and civilian components among others, the Okinawa Prefectural Government has urged the U.S. Forces to make sure to implement preventive measures, enforce stricter discipline and conduct thorough education programs. Despite our repeated requests, however, the accident took place making a precious human life lost and we cannot contain our indignation.

The Okinawa Prefectural Police is currently investigating details of the accident. We, the Okinawa Prefectural Government, request the U.S. Forces to fully cooperate with investigation authorities and to make sure to implement preventive measures, enforce stricter discipline and conduct thorough education programs, including review of gate checks and verification of liberty policy operations.

Takeshi Onaga
Governor of Okinawa Prefecture
